Because the other server (server 7) needs to reach capacity before new players are directed to server 8.
Otherwise server 7 won't have enough players for a proper game experience to take place.

I can understand that the server didnt reach capacity but who would want to join a server 3 week old. Such a disavantage.

I wouldn't put a dime or time on a server that I have no chance of catching up

its a painful dilemma now, no one wants to join a server almost a month old, and therefore it will never reach the capacity, so there will never be a new server, unless they changed their mind and care no more about people on server 7.
